Not all registers publish the same thing

A company register's baseline is usually company particulars: legal name, registration number, status, registered address, incorporation date. Some registers go further and publish officers and shareholders of record. Fewer still publish confirmed beneficial ownership - the natural persons behind any corporate shareholders - and where they do, that's frequently a separate register with its own access rules, not the same dataset as the company register itself.

Licence terms decide what you can build on top

Two registers can publish identical-looking data under very different terms - one under an open licence permitting commercial reuse, another restricting redistribution or requiring a paid agreement. This matters as much as the data itself: a dataset you can't legally build a product on is not useful data for that purpose, however complete it looks. An API doesn't mean open, and open doesn't mean an API

Some registers offer a public API but restrict commercial use; others publish permissively but only as bulk file downloads or a web form, with no API at all. A register's technical access method and its legal reuse terms are two separate questions, and mixing them up is a common source of overclaiming in this space.
